When is the best time to apply for Express Entry to Canada?
1. You register for IELTS and give the test at the next possible date, assuming next month. Results take approx. 2 weeks. Simultaneously you also get all your educational credentials verified and send them to WES Canada. This might take approximately 3-4 weeks. The WES report will come to you in another 2 weeks.
Thereafter you apply under the category you are eligible for. Based upon your total points considering your prior work experience (if any), age, English language, and years of formal education, you will be assigned a points score out of 600. Thereafter you just need to keep watching the draw every 15 days to check if your cut-off score has arrived. There is no magic formula to know when that cut-off score is reached. Assuming you reach the cutoff score, you have 60 days from the date of receiving the invitation to accept, apply and submit all related documents. Thereafter it could take any time up to 6 months for the visa to be processed. All in all, I'd say it would take anywhere between 6-8 months to process everything.
The point to be noted here is that you are not yet technically a postgraduate till you get your degree, hence points for a postgraduate degree will not be awarded.

What is the minimum IELTS test score required to qualify for Canada express entry?
Along with education of at least a master's degree or a 4 years bachelor's degree plus an additional diploma/degree and 3 years plus work experience, you need to score at least the following:

- Writing 7

Even if you score an overall 8 and get a 7.5 in Listening or a 6.5 in any of the remaining IELTS sections, it's useless as you will not be able to achieve a CLB 9.
